You can bet the NFL online from Westminster, California thanks to the US Supreme Court decision this past May to abolish previous prohibition against sports betting. Westminster has a population of just over 87,000. It has 36,058 Vietnamese Americans and at 40.2% (2010), the highest municipal prevalence of Vietnamese Americans.
The state of California is not expected to offer sports betting in any of its casinos until after Super Bowl 53 as that state's legislature has recessed for the year (they don't return until a few weeks before the Super Bowl).
