Massachusetts lawmakers are currently debating whether to allow sports betting in-state, The earliest the state would host sports books is next year (2020).
“It’s a complex issue,” said Rep. Ann-Margaret Ferrante, D-Gloucester, co-chair of the Joint Committee on Economic Development and Emerging Technologies, which is leading the discussion. “It’s an issue that we want to be very diligent with, and we want to make sure should Massachusetts go forward with sports betting legalization ... that we do it properly.”

The Ohio legislative period is full year so there is plenty of time to get a sports betting bill passed in 2019, but probably not before the NFL season. Lawmakers were initially gung-ho over the prospect of allowing sportsbooks to operate in the Buckeye State but the enthusiasm has since been tempered somewhat.

Tennessee in Mid-May will officially make online sports betting legal. It will be the only state to authorize sports betting via mobile phones and computers while not offering retail outlets such as casinos. In other words, you will not be able to place bets in person. Where offshore sportsbooks will be able to compete by still allowing prop bets on college games (outlawed for Tennessee operators) and accepting those 18 and up (Tennessee legal betting age is 21).

Virginia failed to pass legislation authorizing sports wagering in the state. Residents and those visiting can still access most offshore sportsbooks.

Washington
This is the only state that makes placing a bet online a Class C felony and this will need to be tossed out before Washington can pursue mobile sports betting. There currently appears to be little appetite for it however. Washington's law has never been applied and is considered toothless in light of the US Supreme Court ruling that sports wagering is now legal. With that said, some offshore books have opted not to service customers from the state.
