Why Can't I Bet on Caesars Sportsbook From California?

Caesars only operates in US states where it can obtain a sports betting license.  California does not offer this type of license at the moment and it is unlikely they will any time soon, at least not mobile.  The powerful tribal casinos would consider retail licenses for sports betting only.  California residents have long had other options dating back to 1997 online and by phone long prior to that.

DraftKings, FanDuel and the state tribes pushed for two different voter referendums to legalize sports betting in November 2022.  Each failed miserably.
