You will not be able to bet using the Draftkings sportsbook app from the state of Pennsylvania.  PA residents can, however, set up their sports betting account via the app and place wagers when in New Jersey.  They are also still able to place bets via internationally-licensed online sportsbooks on their mobile devices and laptops.

When Can I Bet Using the Draftkings App From Inside PA?

It depends.  The state will likely be offering online sports wagering from anywhere within its borders. 

PokerStars announced a partnership to offer Web betting through the Mount Airy Casino license.  Draftkings opportunities in the Keystone State were still pending.

Hollywood Casino at Penn National Race Course near Hershey began taking bets Thanksgiving Week 2018, but will not be offering online betting for the time being. 

Parx Casino in suburban Philadelphia, SugarHouse Casino in Philadelphia and Rivers Casino in Pittsburgh also could open sportsbooks in the coming weeks.

The licensing fees and high taxes being imposed will turn off many operators and gamblers could ultimately pay the price in the end.

The state tax imposed is expected to be high.  International sites do not impose a state tax.

Marketing Exposure

The Draftkings mobile sports betting app is only available for wagering to those in New Jersey but the entire state is covered by either the Philadelphia media market (South) or New York City media market (North).  This means that those living in Eastern PA and the New York City area will see the Draftkings app commercials.

Of course, part of the hope is that those in neighboring states will come on over the border and place wagers online.  Anyone can set up an account and get paid from out-of-state.  The app just doesn't accept wagers from outside NJ.
