While the US Supreme Court has now made sports betting legal in the Unite States, those residents of New York will not be able to bet the NFL in any of the state's casinos for the upcoming 2019 season. New York is hoping to have sports betting legalized some time this year (2019), hopefully ahead of the next NFL season.

The first sports betting bill filed ahead of the 2019 session in New York includes a payout to the professional leagues, allows for mobile sports betting throughout the state, and mandates that state-licensed sportsbooks purchase of “official league data” from the leagues and/or their third-party partners.
The bill, S 17, was filed by Senator Joseph Addabbo (D-District 15) in mid-December and immediately referred to the Senate Racing, Gaming And Wagering Committee, of which Addabbo is the incoming chairman.

The big players are already set up with Tioga Downs entering a deal to offer sports betting via Paddy Power Betfair/FanDuel, and the del Lago announced a partnership with DraftKings, which will run the casino’s brick-and-mortar and mobile sportsbooks.
Those pushing for legislation are hoping the mobile wagering will be available via these New York-based casinos and their respective partners to anyone located within the state's borders.
Needless-to-say, gamblers from New York State will need to rely on international websites to place all their NFL bets, at least for now.
