Massachusetts lawmakers failed to pass legislation that would have allowed sports gambling in the state this year.
Several bills have emerged pertaining to college sports betting.
One bill would prohibit betting on college or amateur sports, while another proposal would prohibit betting on contests that involve Massachusetts colleges and still other bills allow for no prohibitions on college sports.
"I would say we're trying to strike a balance here between entering the market and realizing new revenue on one hand and on the other hand taking a somewhat conservative approach," Secretary of Housing and Economic Development Mike Kennealy. "We would argue the best way to do this is on professional sports."
Banning bets on all college sports would be ideal for local bookmakers and offshore sportsbooks alike as they would be able to tap into the mainstream coverage of gambling on sports in Massachusetts while getting exclusivity to the college wagering market.
Rhode Island's disastrous foray into regulated sports betting doesn't seem to have deterred its neighbors.
Rhode Island offers sports betting at its two casinos. Despite being the smallest state in the union, both casinos are inconvenient to most of the major New England metropolitan areas including Boston.
That state's 51 percent tax has resulted in limited offerings (i.e. no parlays), thus allowing for competition from area bookmakers offering anonymity and credit extention in addition to a more attractive product that includes in-play wagering.

Connecticut is working hard towards legalization but must deal with the powerful tribes.
A draft bill unveiled July 31 would authorize broad online gambling in the state, eventhing from mobile sports betting, poker, house-banked table games, slots, and an online lottery.
The tribes would possibly be allowed to jointly operate new casinos in Bridgeport and East Windsor.
The Connecticut legislative period ended in June. As such, a special session would need to be called at year's end.
Because the tribes would have exclusivity of sports gambling, prolonged litigation is likely.
Sportech, operator of the state’s off-track betting facilities, would be excluded from partaking in sports betting, as would MGM, which has been working to enter the Connecticut market.
