On Tuesday September 15, 2020, the Virginia Lottery Commission approved sports wagering regulations.  They include a Sports Betting Consumer Protection Program that incorporates a Bettors' Bill of Rights.  As part of the regulations and Bettors’ Bill of Rights, gaming operators are required to provide for a wager “the amount wagered on the bet” and “the odds at which the wager is offered.”

Virginia sports bet winnings that exceed $600 are subject to a 24% federal tax when betting with an in-state app.  At the state level, rates range from 2% - 5.75% based on winnings.

Virginia regulated sports betting apps prohibit wagering on in-state schools.  Bovada, BetOnline and many other books do take bets on Virginia schools via browser-based websites.

Bets on the NFL Draft, politics, many novelties, eSports and awards shows are also prohibited with the in-state apps.  Online casino gambling is also not available.
