Some states have already begun to set up sportsbooks following a landmark decision by the U.S. Supreme Court declaring sports wagering legal.  Each state must amend its own laws however.

States that will have sportsbooks in time for the 2018 College Football season include New Jersey, Mississippi and Delaware.

West Virginia will open one of five sportsbooks in Week 1 (Hollywood Casino in Charles Town, which is accessible to those living in Maryland and the Washingon, DC area.

Pennsylvania is expected to open sportsbooks some time during the season, though closer to when the Bowl games will take place.

Rhode Island is likely to have sports betting available in two casinos mid-season.

Mobile wagering will be available from one's home via state-based sportsbooks in Pennsylvania and New Jersey.  Mississippi will only offer mobile sports betting in the casino establishments.

The international mobile sites will have extensive wagering options with larger limits and better lines in some cases.

What About Sports Betting Apps

The only sports betting apps currently available are via Draftkings and two other sites in New Jersey.  Those outside the state will not be able to place bets with these apps.
