The second quarter being the lowest scoring pays better than $600 on a $100 bet while the 4th quarter pays just over $400. 

The 1st quarter being the lowest scoring pays $140 on a $100 bet and 3rd quarter pays $250 for every $100 bet. 

In any NFL game, the 1st and 3rd quarters tend to be the lower of the two quarters in a half as teams get more aggressive as the period comes to a close (not always). 

The most combined points scored in the first quarter of any Super Bowl is 24 points, which happened in Super Bowl XXXI when the New England Patriots and Green Bay Packers combined for a 14–10 first-quarter score.

But even that was not the highest scoring quarter of the game.  The teams combined to score a total of 26 points in the 2nd quarter, the highest of the game.  There were only 17 points scored in the second half of Super Bowl XXXI.

An example of the 3rd quarter being the highest scoring: Super Bowl XXII (Washington vs Broncos): 3rd quarter: 35 points

Washington scored 35 unanswered points in the 3rd, which just happens to be the most points by one team in a quarter in Super Bowl history and the highest-scoring quarter of that game by far.
