Texas, like in most US states, bookmaking is illegal.  It is a Class A misdemeanor and punishable by either fines or some jail time or a combination of both. 

Houston’s Most Famous Bookies -

Houston’s most notorious bookmaker is one Bob Angleton, who would eventually be tried and acquitted in the 1997 murder of his wife Doris. He was subsequently convicted of tax evasion and passport fraud, and was sentenced to twelve years in prison.

Bob Angleton was the most successful bookmaker in Houston, handling what one police source would later tell the Houston Chronicle was between $20 million and $40 million of sports bets every year.  Angleton was released from prison last year (January 27, 2012) so local bookies may once again have some stiff competition.

Last year, a handful of individuals from the Houston area connected to now shuttered Legends Sports were charged in connection with running a billion dollar sports betting company out of Panama City, Panama.  A portion of that business was run online though a more significant aspect of Legends was handled via a state-of-the-art call center. 

Bookies who engage in business with others beyond state lines can be charged with a felony as interstate bookmaking falls under federal jurisdiction.

Houston Sports Betting Fans -

Texas sports fans are rabid and Houston is certainly no exception, especially with the upcoming MLB season and the Astros looking to play in another World Series (they had the 4th shortest odds entering 2020).  The Houston Texans were also looking to make an impact in the upcoming Playoffs.
