  • Alcohol and Gaming Commission of Ontario (AGCO)
  • New Jersey Division of Gaming Enforcement (NJDGE)

Those are usually viewed as the strongest because they:

  • actively investigate complaints,
  • require segregation/protection of player funds,
  • force operators into ADR (alternative dispute resolution),
  • and can heavily fine or revoke licenses.

Sweden’s gambling regulator — Swedish Gambling Authority (Spelinspektionen) — is generally considered fairly strong on consumer protection and enforcement, but only moderately strong for directly resolving individual player disputes.

Sweden’s biggest strengths are:

  • strict responsible gambling enforcement,
  • aggressive licensing rules,
  • self-exclusion systems,
  • AML oversight,
  • and willingness to fine operators.

UK is Most Prestigious Perhaps 

Why the UK system is so strong:

Licensed operators are legally required to participate in ADR/dispute resolution.
IBAS rulings are binding on participating bookmakers.
Operators fear losing a valuable UK license.
The UKGC aggressively fines and sanctions operators.

For ordinary player disputes like:

unpaid withdrawals,
voided bets,
confiscated winnings,
bonus disputes,
account closures,

…the UK system is usually viewed as the best practical route.

New Jersey Stands Out Too

New Jersey regulators have a very strong reputation because:

they directly investigate complaints,
operators are tightly supervised,
and licenses are extremely valuable commercially.

If a New Jersey-licensed sportsbook refuses payment, the DGE can become very aggressive.
