Texas Lawmakers Renew Push for Casino and Online Sports Betting Legalization

Texas is once again at the center of a heated debate over the legalization of casinos and online sports betting. Despite past legislative roadblocks, momentum is building with renewed efforts from lawmakers and shifting public sentiment favoring expanded gambling options in the state.

The Texas House of Representatives made progress in 2023, passing a bill to legalize sports betting with a 101-42 vote. However, a separate measure aimed at allowing resort-style casinos in the state fell short, receiving only 92 votes—less than the two-thirds majority needed for a constitutional amendment. Any gambling expansion in Texas requires an amendment to the state constitution, meaning two-thirds approval in both chambers before it can be placed on the ballot for voters to decide.

A key obstacle remains in the Texas Senate, where Lieutenant Governor Dan Patrick has consistently opposed gambling expansion. Patrick, a Republican who wields significant influence over legislative priorities, has repeatedly stated that there is not enough support in the Senate to advance gambling-related bills.

Governor Greg Abbott has signaled openness to legalizing online sports betting in Texas. During a February 2025 appearance on the "Texas Take" podcast, Abbott indicated he would not stand in the way of legislation allowing online sports betting if passed by the Legislature. While he has not explicitly endorsed full legalization of online casinos in Texas, his stance marks a notable shift from previous opposition to gambling expansion.

Polling suggests that a majority of Texans support gambling expansion. A University of Houston survey found that 60% of Texans favor legalizing sports betting, with bipartisan backing—64% of Democrats and 59% of Republicans expressed support. The numbers are even stronger for casino gambling, with 73% of respondents in favor of legalizing resort-style casinos.

Additionally, major sports teams in Texas have thrown their support behind sports betting legislation, hoping to capitalize on the revenue potential and fan engagement opportunities that a regulated betting market could bring.

Until lawmakers approve full-fledged online casino gambling, Texas residents seeking legal online gaming have turned to social sweepstakes casinos.
