Texas Lottery Couriers Testify in Favor of Tough Regulatory Standards
AUSTIN, TX – On May 6, members of the Coalition of Texas Lottery Couriers testified in favor of House Bill 3201, which would impose the toughest state regulatory standards for lottery couriers in the country.
Representatives from Lotto.com, Jackpot.com, and Jackpocket, the state’s largest lottery couriers, clarified that contrary to misguided accusations, their platforms have always prevented minors and adults outside the state’s borders from ordering Texas Lottery tickets, and don’t allow credit card orders. They also clarified that they oppose and have never facilitated bulk purchases, and that courier platforms were not used in the bulk purchase scheme by an international syndicate to use terminals provided by the Texas Lottery Commission to game the system and win a $95 million jackpot in April 2023.
Their testimonies made clear the desire to ensure all couriers are held to the same high standards to operate in the State of Texas, including:
- Texas Lottery Commission registration, licensing and fees
- Age verification requirements to ensure users are at least 18 years of age
- No credit card transactions
- Geolocation requirements to ensure orders are placed only within Texas borders
- Compliance with anti-money laundering audits
- Responsible gambling protections such as:
- Establishing a daily limit on the number of orders an individual may place
- Giving customers the ability to set their own lower personal order limits
- Allowing customers to “self-exclude” from the use of courier services and marketing
- Prominently displaying a problem gambling assistance message on advertising
- Operator background checks
- Annual audits and financial disclosures
- Insurance requirements
Since 2019, millions of Texans have trusted lottery courier platforms to safely and conveniently order lottery tickets, resulting in millions in customer winnings and hundreds of millions of incremental revenues generated for Texas education and veterans’ programs.
Texas lottery couriers accounted for about $250 million of the Texas Lottery’s sales in fiscal year 2024.
