The US-based licensed horse racing sites again this year will not be permitting bets on the Preakness Stakes from North Carolina, South Carolina, Georgia or Mississippi.  Websites like BetUS do welcome those from the Carolinas, Georgia and Mississippi courtesy of their mobile website.

BetUS and similar sites make the claim they can take bets on horses since horse racing is exempt from current online gambling prohibition.  States would argue that they can opt out of any type of gambling activity, including horse racing.

As a result, the following states, territories and Canada, are so-called “exclusion” markets for licensed US horse racing sites like TwinSpires.com,TVG and Preakness Stakes official betting sponsor Xpressbet:

Alaska, Arizona, Colorado, Georgia, Hawaii, Idaho, Minnesota, Mississippi, Missouri, Nebraska, Nevada, New Jersey, New Mexico, North Carolina, South Carolina, Texas, Utah, Puerto Rico, The Virgin Islands, Canada

The Preakness Stakes is likely to attract more gamblers from these Southern states with Pimilco located just north of this region.
