Cache Creek Casino Resort in Brooks
This casino is said to have a Return to Player (RTP) of 96.6%.
Located in Brooks, there really isn't a major city within an hour's driving distance.
The internet mostly agrees on the "loosest slots" designation here.

"Beautiful place lots of slots very many of them were paying too. People in services were the best most friendly happy people. Only small complaint was our room 658 was a bit too warm and one queen bed was not very comfy it seemed lopsided. The food at both the steak house and cafe were fantastic and Martha our waitress at the cafe was the icing on the cake. So attentive and always smiling. We will be back when travelling through here again."
Another gamblers writes:
"Located just northeast of Vacaville. Beautiful rolling hills, grapes and cows. The staff were so friendly and nice. The slots were gently loose. The food was delish. The ride up on their casino bus was safe. We had a great time celebrating mom's birthday. Would totally do it again!"

Area around it is super beautiful so drive itself is amzing! One thing I wish they work is on their reward program. Rest all is amazing!"
Not everyone is on board with Cache Creek having loose slots.

Thunder Valley
No surprise here.
Gambling911.com regularly publishes articles on the Thunder Valley Casino Resort paying out massive jackpots of late. This casino is located within a half hour of Sacramento.

"I visited but did not stay at this casino. It is clean and vibrant. It is, in my opinion, one of the best casinos I've been spent money in. The energy here is awesome! People are friendly and the staff is very helpful. The slots are loose and fun. I will visit here again!"

"Had such a nice time! Went with a regular club member who knew the ropes! We got a lovely hotel room that easily accommodated 3 ladies and all their bags. We enjoyed a cocktail at a casino bar. We gambled on some loose slots and each of us printed a winning ticket. We at dinner at the seafood buffet! Slept like a happy baby that night!"

Red Hawk Casino
The Red Hawk Casino is located in Placerville, CA near pretty much nothing.

"Employees are friendly and helpful. The place is clean and has good air circulation. Lower floor is smoke free. I recommend the Burger Spot to eat. Henry's is pricy but worth it. We only had the buffet once or twice over the years. Slots are pretty loose."

"Red Hawk Casino is a fun and fairly low key place to visit. Usually break even but some times come out way ahead.
I like to talk to the workers at the Casino and tell them how much I appreciate what they do for us, the customer. As clean restrooms, floors and refreshments. We forget who really makes the place run. Many really do appreciate the kind words and the time to say hello, how is your day going. It was always nice to hear some thing positive from a customer or colleague, please remember that too. Any way, always have fun here and many of the slots are loose."
Viejas Casino
The Viejas Casino is located just a short half hour drive outside of the city of San Diego.
