Back in May 2018 the U.S. Supreme Court ruled to abolish decades long prohibition against sports betting.  Sites like Bovada have long operated in the U.S., claiming that, because they are legal and licensed in the jurisdiction from which they operate in, their website is NOT illegal in states that do not explicitly deem Web gambling illegal.  Until now only Washington State has done so and Bovada opted to exit that jurisdiction as a result.

Florida had just introduced its first online sportsbook courtesy of the Seminoles, however, it was shuttered at the start of December 2021.  A federal court ruled mobile sports betting cannot occur through sportsbooks based out of  Florida without voter approval.  Companies such as BetOnline are licensed outside the state and are not based in Florida.

Meanwhile, outside companies FanDuel and DraftKings were pushing for a ballot initiative to allow them to crash the Seminoles party and bust their state monopoly.  The two companies would have needed a specified number of signatures.  The Seminoles flooded the airwaves warning residents not to sign.  In the end, that petition drive was failed miserably and sealed the deal for Florida not to have in-state sports betting apps until 2024 the absolute earliest, and that's being generous.
