Pennsylvania is among the few states that regulates mobile sports betting where wagering on this year's NFL Draft is prohibited.  The other states that do not allow betting on the NFL Draft include New York, Kentucky, Virginia and Rhode Island.

Where there's a will there's a way of course.  Some sites that are licensed outside the US do accept players from PA and, along with local bookies, do take bets on the NFL Draft.

Pennsylvania regulators define a sporting event as follows:

"The business of accepting wagers on sporting events or on the individual performance statistics of athletes in a sporting event or combination of sporting events by any system or method of wagering, including over the Internet through websites and mobile applications."

Hence, the commonwealth regulators do not consider the NFL Draft or any other draft selection a "sporting event" per se.

If you do happen to have an account with a sportsbook licensed outside the US or a local out, there are NFL Draft bets available for both the Pittsburgh Steelers and Philadelphia Eagles.

Philadelphia Eagles First Drafted Player

Cornerback
+135
Offensive Line
+175
Defensive Lineman/Edge
+220
Wide Receiver
+3000
Safety
+3500
Tight End
+3500

This really is a coin flip who the Eagles might select first.  The Eagles currently hold the No., 22 pick in the draft and they are looking mostly at boosting their defense.

NFL.com's Chad Reuter predicts that the Eagles will complete a trade with the Seattle Seahawks for the No. 16 draft pick to select Florida State edge rusher Jared Verse.  The payout would be $220 on a $100 bet should that materialize.

Pittsburgh Steelers First Drafted Player

Offensive Lineman
-320
Wide Receiver
+550
Cornerback
+650
Defensive Lineman/Edge
+1300
Linebacker
+5000
Quarterback
+6000

Pittsburgh is heavily favored to select an offensive lineman first.

The Steelers are believed to be eyeing LSU wide receiver Brian Thomas Jr. with the potential payout $550 on a $100 bet.

"If he doesn't go off the board before 20, I do think this might be the floor for him," The Athletic draft analyst Dane Brugler recently told the "Yahoo Fantasy Football Show," per Steelers Depot. "I've heard (the Steelers) love Brian Thomas. Everyone wants them (to) take another character faller on Day 2. My impression of the Steelers is that they're ... kind of sick of that. ... I think they'd love to just hit a home run with a guy like Brian Thomas in the first round."
