Aldermen Demand Bally’s Chicago Resume Full Construction at Casino Complex

Responding to a construction slowdown by Bally’s Chicago over the city’s authorization of video gambling terminals, a group of 27 aldermen issued a demand letter to the casino company Wednesday calling for a public hearing and the resumption of the full development project. The letter, sent to Christopher Jewett, senior vice president of corporate development for Bally’s, challenges the legality of the construction pause on the hotel and other nongaming amenities at the $1.7 billion casino complex going up in the River West neighborhood. “Chicago did not enter into an agreement for a casino floor alone,” the aldermen wrote. “It entered into an agreement for the complete development Bally’s promised to build. The Council expects Bally’s to deliver that project and expects the administration to enforce that commitment.” (source: Chicago Tribune)

The divided early results in the sports prediction market lawsuits—with States prevailing on the vast majority of early rulings (15 out of 19) before the recent backslide (i.e., losses in Tennessee, Arizona and the Third Circuit)—can best be explained by the divergent paths that the courts have taken in analyzing whether the Commodity Exchange Act (CEA) preempts state sports gambling laws with respect to sports-event contracts listed on CFTC-regulated exchanges such as Kalshi’s. The courts that have preliminarily ruled in Kalshi’s favor have focused narrowly on whether sports-event contracts qualify as “swaps” under the CEA’s broad definition (which looks to whether the occurrence of an event is associated with a “potential financial, economic, or commercial consequence”), while courts siding with the states have applied clear-statement rules like the presumption against preemption in determining that Congress did not clearly authorize prediction markets on sporting events. Representative Alexandria Ocasio-Cortez is now the frontrunner to become the 2028 Democratic presidential nominee, according to Polymarket odds, marking the first time she has led the pack. As of Wednesday evening, 21 percent of traders backed the New York progressive, who was trailed by California Governor Gavin Newsom at 17 percent. On rival prediction site Kalshi, the results were the same, with Ocasio-Cortez narrowly topping Newsom. Kurt Shun Kitayama is an American professional golfer who plays on the PGA Tour and was sitting among the top five Friday morning. On the European Tour, he won the AfrAsia Bank Mauritius Open in December 2018 and the Oman Open in March 2019. In March 2023, he won the Arnold Palmer Invitational on the PGA Tour. He will pay out $6500 for every $100 bet with a win.
