Casinos were flat-out illegal in Japan until 2018. Expect roughly 2,500 hotel rooms once it's finished, along with a casino floor that stays true to that 3% rule no matter how big everything around it gets.

This is Japan's only real data point on how an IR performs once it's actually running, which is probably why regulators, operators, and bettors alike are watching it so closely.

The Race for Japan's Next Casino Licenses — Hokkaido and Aichi

This part is where things actually get worth paying attention to. Tokyo has locked in a second licensing window, open from May 6 through November 5, 2027, meaning two more resorts could get approved.

So who's actually in the running? Hokkaido, for one. The prefecture just finished a six-meeting expert panel process and is now down to picking an actual site — Hakodate and Tomakomai are the two names being floated. They didn't do this quietly, either: all 179 municipalities got surveyed, 172 wrote back, and outreach to the industry itself pulled responses from three overseas casino operators and a dozen domestic firms. Aichi's taking its own path, having already opened up a request-for-proposals process around a spot near Chubu Centrair International Airport.

Nobody else has moved. Which, for now, makes this a two-way race — though even Hokkaido's bid isn't a done deal. Governor Naomichi Suzuki is the same person who killed the prefecture's first attempt back in 2019 over environmental concerns, and the final call on whether to actually apply still sits with him.

What International Operators and Bettors Should Watch

Compare this to Macau, Vegas, or Singapore, and Japan looks almost quaint by comparison — one resort under construction, a government moving at its own deliberate pace, and two prefectures feeling their way toward a bid that might not even happen. But that's exactly why it's worth watching. Whoever figures out Japan's market first, before it's crowded, has a real head start. Keep an eye on Hokkaido and Aichi over the next year — that's where this story actually gets decided.
