Roma is one of the best values at this year's Oscars.  While not a lock per se, the price is low enough for minimum risk on a favorite that, if you saw this price in Major League Baseball, it would be akin to the best pitcher on the best team facing off against the worst pitcher on the worst team.  In this case you would bet $33 to win $10.  Assuming Roma wins, you get refunded that $33 and profit $10.  Bet $66 to win $20.  Bet $99 to win $30.  It's like putting a small downpayment knowing you will walk away with a cool $10, $20 or $30. 

There is some risk being that Green Book is at +360 odds.  Rarely do we see a Oscar nominee priced beyond -300 lose though.  If you think Green Book is going to win at +360 odds, bet $10 to win $36, bet $20 to win $72 and so on.
