North Dakota Representative Jim Kasper was the first politician to conceive of the idea to legalize and operate online gambling sites from a US state back in 2005.

His state missed out on a golden opportunity.

Jim Kasper – District 46 – told WDAY Talk Radio Fargo: "Obviously we can't go back, but it's conceivable that all the property tax of the people of North Dakota could have been paid for by the tax on the internet poker companies because they would have come to our state."

At the time, representatives from Sportingbet had told Gambling911.com they would have relocated to North Dakota in a heartbeat.  Sportingbet left the US market and later paid a $33 million fine as part of a Non-Prosecution settlement.  Sportingbet has since entered into a partnership agreement with Foxwoods to offer online gambling should the state of Connecticut legalize the activity within its borders.

Kasper’s bill was overwhelmingly defeated in the North Dakota Senate.  To date, Kasper has indicated he has no plans to move forward with his initiative to legalize online gambling in North Dakota.
