AUSTIN, TX –– Lotto.com’s petition lays bare the inconsistency and lack of accountability demonstrated by the TLC regarding the issue of lottery couriers operating in the State of Texas.

  • The petition clearly explains how lottery couriers have been legally operating for years in Texas with the knowledge, permission and guidance of the TLC.
  • It goes on to detail the TLC’s repeated insistence by TLC leadership, including former Executive Director Gary Grief and his successor, Ryan Mindell, that the agency had no regulatory authority over couriers, as well as the accommodations they made to ensure courier companies operated in compliance with all applicable law. This underscores the inconsistency and lack of accountability demonstrated by the agency when, in the face of political pressure, it abruptly decided in February that lottery couriers should be banned.
  • Details provided in the petition about Lotto.com warning the TLC about the potential of an international bulk purchase make it undeniably clear that couriers had no involvement in the scheme. The agency ignored the warning, bent the rules, and provided the terminals necessary for an international syndicate to game the system by processing 25.8 million tickets to win a $95 million jackpot in April 2023.

It is time to reconsider the agency’s politically motivated decisions regarding lottery couriers and restart good faith collaboration between our companies and fresh leadership at the TLC. For years, lottery couriers have asked to be regulated and remain committed to abiding by a regulatory framework that protects the integrity of the Texas Lottery while also allowing our millions of Texas customers to continue to safely and conveniently order lottery tickets.

About the Coalition of Texas Lottery Couriers
The Coalition of Texas Lottery Couriers was created to educate Texans about lottery courier operations, as well as to advocate for state licensing requirements that hold all lottery couriers in the State of Texas to the highest standard of operations. Coalition members Jackpocket.com, Jackpot.com and Lotto.com are the largest courier companies operating in Texas.
