Bill Pre-Filed In Virginia To Legalize Sports Betting In 2020
On Monday, Virginia Republican Delegate Barry D. Knight pre-filed House Bill No. 4 (HB 4). It will authorize gambling in the commonwealth with regulation by the Virginia Lottery Board. Casino gambling is currently not permitted in the commonwealth.
The state’s General Assembly passed Senate Bill 1126 in the last session. It commissioned a study that looked at laws in other states and the economic impact of casino gambling.
Both HB 4 and SB 1126 would allow for casinos to be built in “any city in which at least 40 percent of the assessed value of all real estate in such locality is exempt from local property taxation”.
In regard to sports betting, mobile betting is not addressed, nor is taxation. In-person registration is also not addressed.
In fact, only the regulatory body - that being the Virginia Lottery Board - is among the few issues addressed.
To date, most southern states opting to allow sports wagering have steered clear of mobile platforms. These include Mississippi, North Carolina and Arkansas. Tennessee appears to be a bit of an outlier as they will only permit mobile sports wagering as the state does not have any land-based casinos.

Opposition Comes Quickly Against FL Sports Betting Legislation
John Sowinski, the leader of the Voters in Charge group that pushed the Amendment 3 ballot initiative in the 2018 mid-term election, has come out swinging against sports betting legislation introduced by State Senator Jeff Brandes (R-FL) Sunday.
Amendment 3 stipulates “that Florida voters shall have the exclusive right to decide whether to authorize casino gambling in the State of Florida.”
That amendment was pushed forth by none other than unlikely bedfellows Disney and the Seminoles. Disney does not want any gambling expansion while the Seminoles do not want any competition.
NJ Sports Betting Continues to Set Records
Figures released Thursday by the New Jersey Division Gaming Enforcement (DGE) show that the state’s licensed digital and land-based sportsbooks combined for a handle of $487.9 million in October.
Revenue also rose significantly last month to $46.4 million, up more than $8 million from September.
Of the near half-billion dollars wagered legally in October, a whopping 85.4% ($417 million) came via online channels.
