CTLC: Lottery Couriers Encourage Passage of SB 1346 to Prohibit Bulk Purchases of Lottery Tickets

AUSTIN, TX – The Coalition of Texas Lottery Couriers (CTLC) - Jackpocket, Jackpot.com and Lotto.com - strongly supports SB 1346 by Senator Bryan Hughes, which was heard by the House Committee on Licensing & Administration today.

To be clear, a courier platform WAS NOT USED in the bulk purchase scheme by an international syndicate that used terminals provided by the Texas Lottery Commission to purchase 25.8 million tickets and win a $95 million jackpot in April 2023.

SB 1346 calls for the prohibition of sales of Texas Lottery tickets to those attempting to purchase all possible winning tickets for a drawing.

This practice, commonly referred to as “bulk purchasing,” cannot be performed using a

lottery courier service platform, and our companies have never engaged in the facilitation or fulfillment of bulk purchasing activity. Jackpocket, Jackpot.com, and Lotto.com all employ strict daily, weekly and monthly spend limits, making bulk purchases impossible on their platforms.

On the contrary, CTLC members are committed to abiding by a regulatory framework, in keeping with those in other states, that protects the integrity of the Texas Lottery while also allowing our millions of Texas customers to continue to safely and conveniently order lottery tickets.
