For this year's FIFA World Cup, the best way to place bets online from North Carolina will be with bitcoin using a cryptocurrency wallet that can be linked to one's banking account. This is also a conservative state that doesn't look too kindly on gambling.  State legislators are not exactly rushing to push for regulation.

The state does have a lottery and a casino on Cherokee land.  That's about it.

“Our gambling statutes go back to 1891,” said Jeff Welty, an associate professor at the UNC-Chapel Hill School of Government. “We’ve got a pretty long uninterrupted history of not allowing gambling, but the world’s changing. That history can be set aside if the General Assembly chooses to do so.”

Needless-to-say, North Carolina gamblers will need to rely on international websites to place all their World Cup bets
